Each clause carries a stable ID, which is what makes a citation possible at all. Every one of them is reached by at least one test question; an uncovered clause fails the build.21 clauses, 21 question-and-answer pairs, full coverage asserted at build time rather than checked by hand.

They are deliberately short, capped at 65 words. The retrieval platform sub-chunks longer text at roughly 100 tokens, and the tail of a split clause carries no clause ID — it would sit in the index permanently uncitable, and the assistant would have to refuse a question the corpus answers. The longest here is 61 words.

Subscriber and watch-hour thresholds61 words

A channel becomes eligible for review once it has 1,000 subscribers and either 4,000 valid public watch hours in the previous 12 months or 10 million valid public Shorts views in the previous 90 days. Both thresholds are evaluated on valid traffic only; views later found to be invalid are removed retroactively and may move a channel back below the threshold.

Applications are reviewed within 30 days of the channel crossing the threshold. A channel that is not accepted may reapply after 21 days.

A channel must have no active Community Guidelines strikes at the time of review. A channel with an active strike is not rejected permanently; it becomes eligible again once the strike expires.

The Programme is available only in countries where it has launched. A creator who relocates to a country where it has not launched retains existing monetisation for 90 days, after which it is suspended until they return to a launched region.

Each upload is rated automatically and receives one of three outcomes: fully monetised, limited monetisation, or no monetisation. A creator may request human review of any rating.

Requests for human review are answered within 7 days. A rating overturned on review is applied retroactively from the time of upload, and any revenue withheld in the interim is released in the following payment cycle.

Claim versus strike30 words

A Content ID claim is not a copyright strike. A claim affects the revenue of a single video. A copyright strike is a legal removal request and affects channel standing.

Revenue during a dispute36 words

While a claim is disputed, revenue for the video is held in escrow and is not paid to either party. On resolution it is released to whichever party prevails, from the date the claim was made.

This corpus is synthetic. The brief asks for generated data, so these 21 clauses were written for the project. They are modelled on the structure of real Partner Programme policy but they are not YouTube's policy and must not be relied on as it.
